Master Licence Application by a Government Agency

This application can only be completed on behalf of a Government Agency or Public Authority.


To complete the application the agency must:

  • specify a “Nominated Person” that is either an Australian citizen or permanent Australian resident (includes New Zealand citizens), or who holds a visa for a skilled occupation to which the activities authorised by the proposed licence correspond, and who is involved in the day to day conduct of the applicant’s security activities;
  • provide a current ABN issued in the agency name. (ABNs issued to a Trust cannot be accepted);
  • obtain and maintain public liability insurance cover of at least $10, 000,000 if the agency intends to provide persons to carry on security activities involving the use of firearms, dogs or horses.


Identity document check

To verify your identity, you’ll need to provide two forms of identification. The names on your two documents
must match and must match the name provided in the applicant’s details section. Details from the applicant’s
details page will be pre-populated where possible.

If you do not wish to be verified digitally or provide your identity documents online, then you must attend a
Service NSW Centre and lodge an application in person.
